  • This is the sixth issue of the Newsletter designed to keep members informed of progress towards unification. The content of this and previous issues is available on the website of each organisation. [www.la-hq.org.uk] [www.iis.org.uk]
  • This issue covers the meeting of the Implementation Working Group (IWG) held on 23 May 2001 and matters arising from that meeting.

 

  • CONSTITUTION AND NAME
    The IIS Council on 29 March agreed to recommend adoption of the draft Charter and Byelaws for the new organisation, subject to the views of the Privy Council, and also accepted as appropriate for the new organisation the name The Chartered Institute of Library and Information Professionals as favoured in the survey of members. 

    At the IWG meeting on 23 May it was agreed that, subject to the views of the Privy Council, this name would be put forward as the name of the new organisation.

    The Privy Council has now confirmed that it wishes to see the word "library" included in the name - and that is has no objection to "the Chartered Institute of Library and Information Professionals". The Privy Council has also accepted the draft text of the Charter and Byelaws, subject to the correction of a few typographical errors.

    The Charter and Byelaws and the new name were put to IIS Council on 14 June, and to LA Council on 4 July and now go forward to the General Meetings of both bodies.

  • QUALIFICATIONS
    The new framework of qualifications (including the proposed scheme for continuing personal professional development; and the proposed scheme for accreditation of Affiliated Members) will be a matter for the new organisation to determine, in consultation with the membership. Current thinking, therefore, is that this will be fully developed and implemented during the transition period 2002-2004. What are required in the short term are arrangements for Chartership candidates and Fellowship candidates which will enable a seamless transition from existing LA and IIS processes to a single set of processes for the new organisation. The IWG has commissioned work on this, and proposals will be put to the Registration Board on 25 July.

  • COUNCIL AND COMMITTEES
    As reported in the last issue of the Newsletter, the IWG has established a Working Group on Committees to consider the structure of the Committees which will report to the Council of the new organisation. The Working Group met on 22 March and this issue was also considered by IWG on 23 May. As a result, a note on "Modernising governance of the new organisation" was considered by IIS Council on 14 June and LA Council on 4 July. The note is appended to this issue of the Newsletter.

  • TRANSITIONAL ARRANGEMENTS
    As reported in the last Newsletter, a Shadow Executive Committee is to be established to deal with transitional arrangements before the vesting day of the new organisation. The IWG has proposed that the Shadow Executive Committee be composed of five members of each existing body: the five Honorary Officers of the IIS (President, Chair, Vice-Chair, Secretary, Treasurer) and the four Honorary Officers of the LA (President, Chair of Council, Chair of Policy and Resources Committee, Treasurer) plus the Vice-Chair of the LA's Policy and Resources Committee. This proposal was agreed by IIS Council on 14 June and LA Council on 4 July. 

  • GENERAL MEETINGS
    The IIS has organised an EGM on 19 July to consider formally whether to approve unification. The LA's AGM will take place as scheduled on 25 October.

  • ChILIP PREVIEW
    This will be the last issue of the Implementation Newsletter. It will be succeeded (subject to the decisions of the General Meetings) by ChILIP Preview which will be produced periodically to keep members informed as we move towards the vesting day of the Chartered Institute of Library and Information Professionals.
